Nothing can be actually diagnosed online. Is it so difficult to see a doctor?
If this has been lifelong and is equal in both ears, it could be, in general terms, something anatomical that happens when you have a cold or it's cold out, or an allergy - or both.

(A few other conditions are bacterial infection, dental problems, and tears in the eardrums, such as from loud noise or being hit in the ears.)

    BASIC EAR FACT
Each ear has a small tube that drains ordinary everyday mucus (that we don't notice) into the back of the throat. It can get clogged, it can swell, or it can collapse, (or all those). Because you can 'hear yourself' you may have mucus clogging your eustacian tubes.

What you can try if you can't get to a doctor easily is
keep your ears and whole head warm and covered (earmuffs and a knit hat are good)
    take an anti-histamine like Benedryl
get some mentholated cough drops, which really can help with mucus clogs
drink plenty of liquids - dehydration makes mucus like thick glue, and it needs to be runny
breathe deeply over an inch of boiling water for a few minutes at least twice a day
keep good dental hygiene including brushing your tongue

Obviously there are plenty of serious ear conditions, so seeing a doctor to rule them out is what you should have done years ago.

Actually I consulted doctor many times but he says its just due to cold and gives nasal drops and that's it.
