If a person is a citizen of the United States and has been convicted of a felony crime in the past, they most likely can get a passport. Is there a reason that you think a person might not be able to get one? Thanks! lawanwadee Aug 20, 2009, 02:06 PM If u have a criminal background but havent been convicted in last 7 yrs or on parole last 7 yrs can u still get a passport? Yes, you can obtain a passport but you are not eligible for visa upon arrival in many countries, so you will need to apply for a visa. Copyright ©2005-, Ask Me Help Desk
