This is so obscure that I doubt anyone would know but prove me wrong - I don't remember what the show is about but it's definitely a kids show from the late 70s or early 80s and is most likely a British show - possibly to do with fairy tales. The end credits has a still of a Pied Piper and the end music features a flute solo - each bar of music is echoed in the end theme music.
