We might be going into a world recession that could last for years. I have developed a strategy for preventing recessions. What do the experts think of it?

Basic strategy is to build eco-cities connected together by underground transport, both of my design. No fossil fuels will be used by this new system once built, it will rely on biomass and other renewables including human muscle. Each node (whatever we call them) will hold 10,000 persons. Assuming we could build up to 200 per week and sell all the places, 100,000,000 per year at around £200,000 per person, twenty trillion pounds per year I make that. Is my math correct? And if it is what affect would this have on the world economy?
